Spax strut inserts

I have a quick queston reagarding Spax struts. They come with a little black spacer, as shown below:

Where does this spacer supposed to go? Under the keeper nut or above it?

I don't know anything about Spax struts but....was that on the assembly when you got it? Maybe it's a packing piece. Somebody here is bound to know.
