sounds like the master light switch. Either take it apart and clean it up (sit in the middle of a VERY big white sheet) or take it out and spray with contact cleaner (probably best to try this first) or get a new switch. I found that taking out the pektron and refitting it also helped.

I have heard about people having the TR7 lights winking at them before and thought it was very cool, but should imagine that it is anoying if it is always happening to you.
Have you had a fiddle with the know on the light motor? I found that sometimes, when I had an issue with mine, this helps. I have heard that the cleaning of the contacts works wonders too. Failing this there is always ebay, but you need to make sure that you buy a pair that work at the same speed. On my car at the moment, the motor's operate at different speeds, so go up and down at different times. Not a major issue (as I should be grateful that they move), but I have two new motors ready to fit.

Try all the above Soksy, and clean the earth connections in the front of the engine bay behind the headlamp mounting plates.

If you are having to raise/lower the lights several times to get them to stop properly, it does suggest a poor connection on the left hand circuit somewhere.

Each headlamp has a run/stop relay & a limit switch to control the raise/lower function. The relay is attached to the fuse box in the glove compartment (top left & top right on later cars) so check/clean the connection there.

The limit switch is down by the headlamp motor, like a small flat box with wires coming out of it. The contacts inside the limit switch can get corroded or dirty over time, so if none of the other suggestions here work, you may need to clean inside the limit switch or even replace it.
