Hood (top) Frame Hinge Cover question

I'm talking about the plastic piece that goes under the folded top (hood) frame, it's kind of cupped shaped. One on both sides. Does the rear bulkhead trim panel get mounted on top of this, or does this get mounted on top of the bulkhead panel?
