Something similar happened over here. We had a rolling exempetion for cars of 25 years old.
But the politicians thought they would earn more money when they would change that to 40 years old
They were proved wrong (not surprising). It actually cost money because a lot of people couldn't afford the cost and sold their cars abroad.
This than had its affect on classic car workshops and parts suppliers ...
