Crikey! Not sure what has happened there.
There are no relays down by the headlights (unless someone had modded the light system in the past!), The big round things with a knob underneath are the motors, the smaller flat thing with wires coming out of it is the limit switch. The run/stop relays are(or should be) in the glovebox with the fuse unit.
There is also a single circuit breaker in the glove box to prevent the motors drawing excess current eg if they got stuck. The circuit breaker is connected to the run/stop relays. If the breaker is tripped that may explain the lights not moving, but it is self resetting so it should start to work again after a while (it is heat triggered).
Try reconnecting whatever you disconnected at the headlights then check all the connections to the relays in the glove box - wiggle them about a bit & make sure they are secure. If you have a later car check all the relays & electrical connections attached to the right hand side of the fuse box as you look at it, plus the top left which is one of the run/stop relays.
