1980 TR7 -- brake pressure reducer?

i am losing brake fluid somewhere and from the trail of blistered paint down the inner fender from the DOT 3/4, it looks like something the manual calls a pressure reducer. neither of the most common suppliers here seem to have one. is there a reason why not? can somebody tell me why i am wrong or what the fix is?

Try Ted Schumacher at TSI Automotive or Woody Cooper at the Wedge Shop. Both good suppliers for our cars.
