FI Spyder made a good call, I found that the earth cable from the sender had a small break near the connector so even though I replaced the terminals it obviously didn't make any difference. My "wiggling" of the wires originally finished it off.
So having fixed that I am back to the original problem of the gauge reading full with the ignition on.
