Don't see why you'd need it on a solid rigid plastic dash of the TR7. My car is from Sacramento (lots of high temp sun) and it's just fine. Cars like the Spitfire can use it where they have thin plastic over foam and do deteriorate.

My car came from the US with one of those contraptions,
I quickly got rid of it...
Left some ugly marks where the velcro fasteners for it had been glued on. [V]

Don't let them brow beat you hubbub, I wanted one for years, before I spent a fortune on fitting air conditioning. It was not to protect the dash, as the others say, it is fine with the sun. No it was to protect me.

Here where the sun spends a lot of time right overhead, it's strength coming down through the big sloped windscreen would make that black plastic almost hot enough to burn.

That heat radiating into my face is what stopped me using the car very much last summer. Yes the air has now cured that problem, but from experience with other cars, a dash mat would have been a major improvement before it was fitted.

I did not glue it down and have had no problem with it. In south Mississippi it gets very hot and humid and UV and plastic are not fond of each other.lol I also added some rubber strips to the back of the carpet which helps keep it from sliding. It also is easy to take off vacum off and place back and allows me to armourall rhe dash to assist it its preservation. I would love to know more about the addition of AC installation that would make it a fantastic car. I still have many things I still want to do such as have the underneath sprayed with the same compound that is used in truck beds and many little small items. I am searching for an aluminum valve cover so if anyone has any knowledge to were one might be found I would appreciate it.

Don't think there were any aluminium valve covers for the TR7 engine.
Istr there were baby blue, grey and chrome ones only...

For the air con I simply bought the entire system from a car imported from the US. The car was to be raced, so the aircon was coming out anyway.

It is a dash out job to install the under dash air con ventilation system. That went in after a complete overhaul.

Next we modified the compressor mounting bracket to take a modern compressor, fitted a modern filter, re-cored the radiator, & fitted a 16 inch Kenlo thermostatically controlled fan, added new hoses, overhauled the alternator, & my air was cold.

You will need more amps ideally than our alternators put out, but I couldn't find one that was a suitable fit. Mildred has done a post on a suitable swap for US based cars.

All you really need is the under dash unit, [overhauled] & the compressor mounting bracket will make it easier, but otherwise, unless it is a working unit, you're going to replace most of the rest, which is over 30 years old after all.
