Are there nuts missing

I have the car up on stands at the moment while I do the front suspension. Whilst up I was looking for the oil leak. I did notice that there were some bolts without nuts, as can be seen below.

Also the bolts themselves look small. Is it time to replace and put nuts on while the car is up?

Hi Phil,

That's the engine back plate, the bolts are held in by threads in the back plate itself, poss. had the wrong bolts put back in there, a little long. If they are tight then no need, if loose and will not tighten then use some nuts, UNF if I remember correctly [?]

I assume from the view that that is the engine backplate. There are some bolts from the bellhousing which are tapped directly into the backplate and do not have nuts. Can't remember exactly but those may be the ones. I think Rimmers diagrams show the nuts and bolts but it took a bit of working out when I did my clutch a few years back as the PO had used any bolt anywhere and left a few out.
