For any item imported from outside the EU HMRC will convert the price you paid in foreign currency (eg $)to GBP at a rate they decide. If the value is less than GBP15 there is no charge to pay but if it is more than GBP15, then you will pay import duty on the GBP value for which the % rate varies according to the goods. Then HMRC will charge you VAT at 20% on the total. HMRC use the Post Office to collect the Duty & VAT before the item can be delivered to you, the Post Office add their own fee of £8. Triple whammy & can make importing items pretty expensive!
