Fitting a new armrest

Not too long ago now I purchased a new armrest from the one of our reputable suppliers. When I got it, it was a nice black armrest on a board with staples holding the black material on. There is a hole for the plastic clip to go through.

So today I came to fit it and take the old one off. I took the foam and old material off and then the chrome frame that the foam was stuck to by drilling the rivits out. This only left the original black shelf with the hinge on it.

There is no way that the new armrest could be glued on the black metal frame as there is not enough material touching the frame.

The screws supplied with the arm rest are not self tappers and there are no holes in the new armrest board for the screws to go into.

So my question is how have people put theirs new ones on as without having to take it apart and stick it on to the chrome frame and riviting it on again?

I just used screws through the same holes the rivets where in, into the wood of the new armrest. If you can't get the screws started into the wood, just drill a small hole to get them started. But a power screwdriver will likely get them going.
