It's upside down. You hang it on a nail thru the air stem hole. Therefore, I read it to be 3:35 and 58 seconds.

So, does that mean it will be tea time in 24 minutes and 2 seconds?

Ah yes the Great British Tea Break! Certainly a favourite with BL back in the day:
