Even if the starter doesn't turn the starter relay (located behind the glovebox) should click. If it doesn't it isn't getting any juice. Clean the contacts of the wiring block connecting to it and the connectors it plugs into (on the relay). Then clean the wires that connect to the starter. Make sure the other end of the ground wires are clean. Clean the wires that go/come from the connecting block (by the battery) as well as the battery connectors them selves. If cleaning these wires don't correct the problem the problem may lie with the starter relay itself (may have to be replaced (although I think some have taken it apart to clean the contacts inside).
When cleaning wires I spray them with some contact cleaner and polish them with a rag or brush and apply a thin coat of dielectric grease to keep them from corroding.
