More Carb Stuff

My work schedule only lets me poke in with my car every now and then. So my victories are often slow and small.
But last night I worked on the idle speed and the throttle balance screws. I felt I had some improvement.
I move onto the deceleration valve. Normally closed and open during deceleration to lower the vacuum which causes the needle valve assembly to fall faster. That should prevent the car from backfiring, etc. Thats what I believe it does anyway.
I disassembled the valve and have a question. Is there supposed to be a rubber washer in the screw assembly? I found rubber washers in a parts bag I have that look like they would fit there. Seems like the screw assembly would need some type of internal seal around the screw, otherwise it would leak when a vacuum was applied.
None of the diagrams show a washer.
