2. What area of the country are you located?
3. 75 So it is a hardtop.
4. Do you have basic tools?
5. As you are 14, is someone going to help you do the work and are you on your own?
6. IMPROVE THE BRAKES!

I have a suggestion ...get rid of the modded power plant and bring it back to original so it's a real TR7![;)]

Does it fit under the hood? If it is all done and done well, leave the power plant alone, or I would look for a 3.8 turbo from maybe a Regal Turbo, Grand National, Turbo Trans Am. That would be fun. Or like someone suggested put it back to stock, or maybe a TR8/Rover V8 conversion. THe GM V6 is pretty heavy.

How cool is it that a 14 year old young man is interested in and working on a 28 year old British car? I think it is great - most guys your age are trying to fit more stickers and a bigger rear wing on their Civic. You are a rarity.
Fitting a 4.3 Chev engine in a TR7 is tough, since the distributor is in the rear. The 4.3 is also a close cousin of the small block V8, and is heavy. For these reasons, not many people do it. But, they are reliable and powerful, so if it was done well, I'd leave it. The Buick 3.8 would not be a direct swap for a 4.3 - they mount differently.
With a heavy engine in the nose, the need for brake and suspension improvement will really be a priority, for safety's sake. Stock TR7 brakes were barely adequate even when new. I'm sure your Dad can guide you in this, as he will likely be very interested in the safety of the finished product. Has any of that already been done?

Best to do a very thorough survey of the whole car to check for rust before you spend any time/money on it. Take the side carpets off and look inside the sills through the inspection holes with good lights!

Well, phooey.
I'm sure he made this call for good reason...
Hopefully, though, the TR7 will still end up imprinted in your brains somewhere, and eventually you'll have another go at it.
At any rate, good luck!
