If the block gallery is clear, it must be obstructed in the head. Shoot the air up through the passage in the bottom of the head to the camshaft caps.
If you pull the distributor out, you can use a socket on a cordless drill or something to spin the oil pump and make sure it is flowing freely up the front of the block.
That's not ordinary rust - that is premium English rust!
