Check your local emissions regulations. You might not need it any more. In Texas after the car is 25 years old, they don't check emissions. If you do get it working, you will probably start having backfiring through exhaust.
I rebuilt mine for $3.00...... really easy. I'm keeping mine on for originality sake. Mine was seized when I got it. What happens is the tiny little bakelite pieces (cheap plastic) breaks up and jams the flaps........Usually people don't want to take car of their vehicle so they just remove the belt and leave it alone.....then the thing sits and the bearing gets no use...so that siezes. I took mine apart, sprayed some penetrant into the bearing....loosened up in no time. It's sealed so all it needed was some working and is fine now. I also scratchbuilt the tiny bakelite spacer pieces but out of nylon this time.........works just fine now. It will probably last longer that I used nylon instead of the garbage they used for a friction part. Overall, the job was very easy.
