That is top dollar for a TR7.

Here are a few links to some recent auctions on eBay.

This one is very nice, but only got bids up to $5000

This one is a TR8, which normally goes higher than a TR7

Where are you in the US? There is a real nice early anniversary model, one owner car in Phoenix AZ with low miles for $2800 on the craigslist. I should buy it myself, but, I'm not going to go look at it or I will. I think it was in storage for 20 years or something and then serviced and driven across the country trouble free. If you are interested in shopping around.

You can't tell from pictures you have to inspect the car yourself. That money should get you a pretty nice car. Better to pay at the high end of the spectrum and get a car that is at the top end of the spectrum than get a cheapy unless the object is to buy a "project" that is going to take years to complete (for most people). For that you need patience and the love of working with your hands on mechanical stuff which is the point of going that route as it will not be less expensive but you can't buy the satisfaction of doing it yourself. The TR7 is the type of car that if your in the right pace at the right time you will get a pretty good deal.

I paid $5000 for mine, but it was the best TR7 I had every found (Before I found this Forum). I have probably put at least $6,000 more into it and I am still not done.
