Bodywork problem

Hi guys, this issue isn't specific to wedges but help from a restoration specialist would be appreciated. I took my car into a local paint shop 4 years ago for a bare metal re spray but only 4 months after completion the paint started to split and peel off the car. I had a protracted battle with the body shop but a couple of months ago I won the court case and work has begun to re paint the car. Yesterday using a 36 grit disc I removed all of the paint and filler on the bonnet but as I got to bare metal the steel had a black finish to it and the disc barely touched it. No matter what we used we could not get to shiney clean steel. This was on a bonnet and it was all over and not localised. The body shop the car is now in had never seen anything like it and neither had I. The only thing it resembled was when you use a rust inhibitor like jenolite on steel and it turns black. Could it be a result of the previous respray and a coat of aggressive etch primer. We are truly stumped.
