Is it a factory spoiler? If so then all the appropriate holes should already be there.

The Spoiler had 5 fixings - 3 which bolt onto the front lower panel, the panel has holes or if not you will have to drill them if an early model which came without the spoiler.
The end of the spoiler has 2 nuts fixed to it inside the plastic - you bolt it through the front wings into the nuts to hold it on.

It is one from Victoria British. Has rivnut on each end and there are three holes on under lip plus a hole on bottom of each fender. Question is should I install a rubber bushing on the fender holes since I have two different surfaces and the bumper rides on top of spoiler making third surface impacting spoiler

Wouldn't do any harm if you placed a thin rubber gasket with a hole in it where the metal & plastic meet.
My front lower panel is undersealed so it was a straight fit.

Original spoilers are plastic blown item ie hollow where repo ones are fiberglass single skin.
