it is the offset of the wheel. Imagina the center line of the wheeel. Now imaginethe mounting surface being futher towards the outside edge of the wheel (positive offset) what our cars have. It is measured in mm from the center line (that being zero) if from the center line the mounting surface is further towards the inside of the car (negative offset) also measured in mm from the center line.

here is a link that will allow you to visualize what the numbers do. Play around with it guaranteed you will have some fun and get to know how all the numbers affect size and placement of your wheel.
